Anniversary Gifts By Years Married

hi im 26 my husband is 28. being married for one year. and we were dating for 1 year b4 getting married.
from the beginning we decided to ask each other what gifts we want for special days

he never asks what i want for my birthday/anniversary/valentines etc
i remind him saying my birthday is coming. even then we does not ask what i want.
i wait and wait and finally ask “what are you buying me for my birthday” (if not, i will not get a gift at all)
then he asks “ok what do you want?”

ALSO, HE DOES NOT EVER give me a random/ “just because” gift and i give him.

i feel like he never gets the idea “i want to give her a gift and make her happy” and im very sad about that
what do i do? talk to him? but what i want to see is that he gets the idea to buy me a gift by himself… not when i ask.
